First, let me point out the fact that God gave His people, who were delivered by Moses, Leviticus, which means "The Book Of The Levites" and contains the Levitical Law. In that holy book, He included this in Lev.19:28, "Ye shall not make any cuttings in your flesh... nor print any marks upon you: I am the LORD (YHWH)."
Intentional, permanent marking or scarring of the skin is forbidden.

1 John 1:9. But the "mark" of the Beast will be ... What is it?

The Hebrew word translated "marks" means cutting, into the skin.
The authority forbidding this is the LORD (YHWH), the name of GOD which the Jews dared not speak, and when written, wrote G_D, or YHWH, the unpronounceable, without vowels, name of GOD.

The New Testament makes reference to the sanctity of our bodies which belong to our LORD, YaHWeH, and not to our own selves.

"...your body is the temple of the Holy Ghost which is in you, which ye have of God, and ye are not your own....For ye are bought with a price...." 1Cor.6:19-20

The rise, power, and demands of the Beast:

The "Beast" (Anti-Christ), during his 7-year reign, will have miracles performed by the false prophet, and thereby, deceive the masses and cause them to worship him, receive his number, name or mark on their right hands or foreheads. Any person who rejects the mark will be disqualified from buying or selling anything (including seed, water or land). Thus, would soon starve to death. Evidently, this "mark" would be required in all financial transactions and would include each person's identification.

"And he doeth great wonders so that he maketh fire come down from heaven on the earth in the sight of men .... And deceiveth them that dwell on the earth by the means of those miracles ... And he had power to give life unto the image of the beast, that the image of the beast should both speak, and cause that as many as would not worship the image of the beast should be killed. And he causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads: And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name." Rev. 13:13-17.

Warning to the non-Christians alive during the time of the Anti-Christ ...

"And the third angel followed them, saying with a loud voice, If any man worship the beast and his image, and receive his mark in his forehead, or in his hand, The same shall drink of the wine of the wrath of God, which is poured out without mixture into the cup of his indignation; and he shall be tormented with fire and brimstone ...." Rev.14:9-10.

The victory of Tribulation, Christian converts over the "Beast" and the song they sing ... written by Moses in Deut.31:22 and referenced here ...

"And I saw as it were a sea of glass mingled with fire: and them that had gotten the victory over the beast, and over his image, and over his mark, and over the number of his name, stand on the sea of glass, having the harps of God. And they sing the song of Moses the servant of God, and the song of the Lamb, saying, Great and marvelous are thy works, Lord God Almighty; just and true are thy ways, thou King of saints. Who shall not fear thee, O Lord, and glorify thy name? for thou only art holy: for all nations shall come and worship before thee; for thy judgments are made manifest." Rev.15:2-4.

The first "vial" (phiale) a basin, of God's wrath, is poured out as plagues upon the Beast's followers.

"And I heard a great voice out of the temple saying to the seven angels, Go your ways, and pour out the vials of the wrath of God upon the earth. And the first went, and poured out his vial upon the earth; and there fell a noisome and grievous sore upon the men which had the mark of the beast, and upon them which worshipped his image." Rev.16:1-2.

The termination of the Beast's reign and his being cast, with the false prophet, into the Lake of Fire

"And the beast was taken, and with him the false prophet that wrought miracles before him, with which he deceived them that had received the mark of the beast, and them that worshipped his image. These both were cast alive into a lake of fire burning with brimstone." Rev.19:20.
